Actually, we are dealing here the situation of the disbursements made by the Public Treasury for purchasing the 4 083 tons of grain and the expenditure made by the PS/CONASUR within the framework of the costs incurred during the free distribution operations. 1. situation of the expenditure made for the purchasing after the distribution of the batches to the successful bidders, contracts were signed between the suppliers and the Management Joint Committee. The seliveries were certified by the PS/CONASUR and the payment certificates handed out by the SONAGES. Payments were made by the Paymaster. All in all, 621,608,800 CFA F were disbused for the contracts signed, as indicated in the general summary statement of the attached attributions. General summary of the attached attributions |

In order to make it possible to implement the first phase of the 2001 Emergency Food Aid Programme, consisting in the free distribution of 4 083 MT of grain aquired on the local market through an invitation to bid placed by the Management Joint Committee, thePermanent Secretariat of the CONASUR has opened at the International Bank for Commerce, Industry and Agriculture of Burkina (BICIA-B) an ordinary sight account entitled “SP/CONASUR – distribution costs for the 2001 Emergency Food Aid - FDAAU/01”. This account N°9053-062-921-00/70 work under the joint signature of the Permanent Secretariat of the CONASUR and an accountant-manager in conformity with the law and customs in force in Burkina Faso. 2.1 Putting money into the “receipts” account By letter N°1094-01 of April 18, 2001, the European Union agreed upon the transfer of 38,302,290 CFA F. to be taken from the account BICIA-B N°9053-062-050-01-52 entitled “Reconstitution of the National Security Stock”. The credit advice BICIA-B of April 08,2001 came to materialize this decision by the transfer of 38,302,290 CFA F. 2.2 situation of the expenses regarding distribution the expenses made within the framework of the operations of free distribution of 4 083 MT of grain are related to the internal transportation costs, the hauling costs, the provisions of service and supervision. On the closing of the diffrent operations, the payments made are estimated at 22,511,384 CFA F. 2.3 available balance To this day, the situation of the account is as follows: -
Contribution
of CPG/FODEC :38,302,290 CFA F The balance is available in the same account that is reserved for the disbursement costs during phase 2 of 16,983 MT from the national security stock, and for which an advance of 200,000,000 CFA F has been made from a budget of 252,705,222 CFA F. The final balance will be set during the assessment of the final statement of accounts for the 2001 emergency food aid programme. Are attached to the present statement :
