| On Monday, March 12, 2001, the commission for going through the invitation to bid for 4 083 tons of local grains within the framework of the emergency food iad brought by the Burkinabe Government to the disaster-stricken populations of the 2000-2001 agricultural campaign, met in the conference room of SONAGES for its deliberation session.
In the CPG Presidents absence, the meting was opemed at 9:15 aù under the chairmanship of Mr. Somé T. Ignace, Permanent Secretary for the Cereal Policy and Food Security Policy (SP/CPG)
After the introduction, the floor was given to Mrs Haby Djiga, Director General of SONAGES, who summarized the analysis of the financial offers.
Mrs Djiga thus indicated thet the analysis document included six charts:
After Mrs Djigas intervention, the participants were given the floor : those who took it congratulated SONAGES for the well done job. Then Mr. Lompo, Permanent Secretary of CONASUR, expressed his wish to see the attribution done within the limits of the available fund, which is estimated at 612,450,000 CFA F.
The representative of France suggested that a summary be made, cereal by cerear for the next consultations.
The total amount of the offers sold is estimated at 621,288,800 CFAF as compared to a previsional budget of 612,450,000 CFA F.
This previsional budget taken into consideration, the distribution costs were fixed at 75 milletlion. This corresponds to a total amount of 687 milletlion. Within the framework of the invitation to bid were the suppliers must deliver to the provincial chief towns, the distribution costs were estimated at 38 milletlion. This corresponds to a total amount of about 659 milletlion.
In conclusion, we can say that the expenses incurred within the framework of the invitation to bid were lower compared to those planned within the framework of the destocking of the National Security Stock (SNS).
The representative of the DGB/MEF reassured everybody, insisting that the necessity steps had been taken to solve the problem. For, even with the increase of the budget and given the fact that this problem had already been raised, it was still possible to find a solution.
Then, the commission decided to give the contracts by batch (indivisible) following the criterium of the lowest bid (see chart 2,3 and 4). The total amount of the operation is estimated at 621,288,800 CFA F, which corresponds to an average cost of 152,165 CFA F a ton.
Finally, verification was made to see if the conditionsindicated on the bank garantees were in keeping with those of the invitation to bid form. Here, it appeared that only the garantee given by Adja Velegda was irregular. So, steps will have to be taken in order to invite her to comply with the dispositions of the invitation to bid before the signature of the contracts.
The chair of the meeting thanked everybody for their participation and invited them to be present on Tuesday, March 13, 2001 at 16:00 for the signature of the minutes of the meeting.
--------------------------------- Before the signature of the minutes of the meeting, the President informedthe participantsabout the withdrawal of GJA-Pissy which has, in this respect sent a letter dated 3.13.2001 (see appendices).
The commission has therefore decided to attribute batch N°08 (Zondoma) to the second lowest bidder, namely Ouédraogo Salif Nabiga.
So the total amount of the contracts to be signed is estimated at 621,608,800 CFA F., which correspond to an average cost of 152,243 CFA F. a ton (see charts 2, 3 and 4, revised on the basis of this new situation). |
